type CooldownStoreFailure = 'deny' | 'allow'

What a call gets when the cooldown store throws, rejects or does not answer in time.

Set it with @MeoCord({ cooldownStoreFailure }): 'deny', the default, refuses the call with CooldownStoreError, and 'allow' runs it uncounted.
